If you have running shoes on and you are runnning (both feet in the air at some point in the motion), it counts as long as you are landing on real ground or a treadmill. If you choose to add extra weight to your legs in the form of snowshoes, then that is your choice and I can't stop the weather from putting snow on the ground. I just want to make sure that people are not claiming Elliptical trainer time, or water running...this is about hardening your legs :-).
