What do I do with April thru July given that I have a time restriction from middle of April to middle of May - I’m the chairperson of our large church carnival which is a three day event in the middle of May and I’ll be really tired from that event - about 2 week recovery.

It sounds like your event falls at a perfect time: it is after your Half Ironman, but before you need to start your preparation for your Full Ironman in August. I would recommend just taking a little time of the bike for a few weeks, and then jump back into some Base Training once you're able to.
