1. Caffeine is not banned.
2. Things like albuterol inhalers (Short acting bronchodilator) are limited to 1,600mcg. Each dose of your typical albuterol is approximation 90mcg. This means you'd need to take 18 puffs to reach the limit. If you need to take 18 puffs, you probably shouldn't be racing or should be on a different medication.
3. Inhalers like Symbicort Which are a Steriod and a long-acting bronchidilator are not limited based on the steroid (Budesonide) but on the Formoterol (long acting bronchodilator). The limit is 54 mcg of formoterol, which is dosed at 4.5mcg / puff. That means 12 servings when the recommended dose is 2 puffs twice daily.
No TUE is needed unless you plan on taking way way way more than indicated.
4. Prednisone is prohibited in competition, but no out of competition.
5. Vicks and other cough / cold / flu are often on the list.

A great example is Zach Lund, Olympic Skeleton Slider who was banned for Finasteride... aka Propecia! I will vouch that Zach had the Male Pattern Baldness that he used Propecia for, but it got him popped in 2006. He had been reporting it to USADA for years prior, when it wasn't even on the prohibited list. They added it to list, without him knowing, and he got nailed. Missed a year of competition, but was never able to slide as well. In 2009 they took it off the list.
