weather over next 3-4 days is sunny and 27/28 It's not IM officials who measure the water temperature but the referees, who operate under the national federation umbrella.
In France, they must measure the temperature one hour before the start on 3 different points throughout the course, at 60 cm of depth. The lowest number is the official temperature, which is then communicated to the athletes on a display panel.
I don't know how it is different from the technique the meteorologists use to measure water temperature "officially" and if it can create a gap or not.
I guess it's in the interest of the referees (and the organization) that the rubber remains allowed, in terms of safety. That's why I said that their thermometers usually read low. I've been racing for more than 20 years here in France and I can count the races where the wetsuit was banned on one hand. But there have been numerous times when the advertised temperature stayed magically 0.1 degree C below the limit...
