Is it possible to take my Shimano cranks that are 165mm and have some one machine them down to 160 or 155?

If they are old solid shimano's, yes. If they are modern hollowtech II, no.
You also need to have a longer arm to start with, you don't have room to drill and re-tap in 5-10mm increments

Ditto above. The pedal bolt diameter is about 15mm, so you would probably need a crank at least 20mm longer than your desired length to have enough material for a new pedal bolt hole.
