I want to say that it was Grove Innovations or someone similar.
Certain that the photo is in an edtion of 'Bicycling' that I chucked out 20+ years ago. I've got a definite mental image to it, but I'm conceivably wrong - I've been trying to track down a JP Weigle paint job for years from a bike that was featured in the magazine and it doesn't match up to what I recall.
