As far as I know his decision to move back was a personal one and has nothing to do with doping. Not going to go into more detail but you can see that much from following his social media.

Never actually tested positive for doping but convicted of having blood taken in 2005 when everyone in cycling was blood doping. No indication he ever took drugs and no infringements in Ironman. Served his ban and been subject to all the testing since including I'm sure Kona this year and the weekend. Are you implying Europeans dope or the fact Austria borders with Germany where all the latest stars are coming from? When are people going to let things go? I'm anti doping but another Weiss or Sutto hate thread do we really need?

Per the WADA code you get sanctioned for an Anti-Doping Rules Violation (ADRV), not directly from the positive drug test. A positive drug test is just circumstantial evidence of an ADRV. There are plenty of other forms of evidence that are just as strong or stronger than a positive drug test.

No it isn't? He has never tested positive for doping but was convicted based on evidence that someone said he gave blood to be enriched and yes that is punishable by the WADA code.

While it is a beautiful country over here, it bewilders me with what unconditional enthusiasm and national pride some of my countrymen and -women (fans, but also race organizers and the tri federation) celebrate his successes. I guess most people just like to see the home-team win and easily glance over some of the shadows.
I like how some tri-websites (mostly German) have apparently made it a policy that they do report on his victories (he has served his ban after all and is within the rules), but whenever they the do, the article ALWAYS ends with a mention of his murky past.

i think what the OP implies that since weiss moved back to austria his running has improved ( and a few month ago a pro called weiss out ( i guess the results at 70.3 and kona do not support that claim)
