If you're unable to get tabs welded on there is a more agricultural 'adaptor' approach from A2Z for about £25.

The 2nd link shows it installed !)- it sandwiches the frame dropout. (Not sure how that would be if the dropouts are 'cowled' rather than flat)
I've an old rim braked Kona hardtail frame and have one of these adaptors. Obvs voids any warranty. But on a 20+ year old frame its not a big risk for me.

2nd vote for Dave at TiCycles. I don't think it's actually possible to find someone with more experience doing this particular modification.
