Yes, in isolation she had the right of way. We don’t know what happened before that. Maybe she deserved it maybe she didn’t (again, waves were not worth battling for in the first place).
However, we DO know what has happened after and for this the woman needs to be stuffed everywhere she goes.

There was an incident at Salt Creek (in Orange County) last year where a kid (homeschooled wannabe surf pro (it’s a thing)), I think he was a young teen, anyway he was there with his “coach” and was just completely burning people.
Some dude, a grown man, had some words with him and the kid mouthed off back to him. It got heated and the kid said “if you touch me I’ll sue...”
The man then went and words with the coach and the kid’s mom.
Those people went on social media posting pictures of the man saying he “threatened a little kid”.
Well being that this was Salt Creek there were several dozen witnesses to the entire unfolding of events and an online war ensued.
That kid and his coach were then targeted for relentless tactics in the water. Word went out, hashtag and all, to #snakeicantrecallhisname.
Last I heard is that the coach no longer coaches and kid no longer surfs.
Surfing takes care of itself.
The rest of society just needs to stay out of it.
