Quintana Roo Trueno road race Legal?
You can find these frames (new) on ebay for about $100.

If I built it up as a road bike, would there be any issues with using it for the local road races?

The only criteria I'm vaguely aware of is seat (5cm?) behind the BB & no aerobars.

It is road race legal as long as you set it up with regular road bars. Plus the tip of the saddle needs to be 5cm behind the center of te bb, but that should be no issue here to get it done.

Cheers,

Herbert

Herbert is right, as you'd expect from the Litespeed man. As a matter of practice, I've never seen measuring equipment at a road race (and seldom at time trials), so even the 5 cm rule might not be applied.
