It looks like she was outside of the white lane line, just like the police-looking vehicle behind her. It looks like runners were veering over the line to try to get in the camera view (which is fine), rather than her impeding anyone's path. Was the police car escorting the TV van? Do you have some evidence that she was "on the course?" I don't see it.
