In 2014 there were ~46 million African Americans living in the USA. In 2016 election 59.6% of those voted. That is 27.4 million people. 89% of the African Americans voted for Hillary. That is 24.4 million people. So are saying that there are least 24.4 million white supremacists in the country. Really?

He wrote "vote at a much higher percentage rate." I think that just means he thinks they turned out at greater than 59.6%. Which, though unverifiable, is plausible. They seemed pretty energized, Deplora-ball and all that.

Also your math is a bit flawed. Eligible voters are a subset of all blacks living in the U.S. Age, incarceration, etc.
