Yes, exactly. You can mount it in a ton of ways on any seat saddle's rails. See some pictures below of how it mounts. Both the carrier as well as the bottle cages can be tilted in different angles depending on what you want. Note that it comes with the two velcro straps in the back to hold a bag as well, like in the pictures below.

This is it mounted tilted all the way down, not sure why you'd want to do that.
