There is a guy that does this regularly in my area but I haven't seen anyone doing it during a race. I don't see why not.

At The Miller Lite Ride for the Arts in the late 1990's (no where near a race, more like a mass collection of Milwaukeeans who decide they need to pull their bike down from the rafters and ride 50 miles in five+ hours once a year) there was and older gent who had a pretty large radio tie-wrapped to his handlebars. He'd cruise along at about 5mph smoking his huge pipe and cranking the east-listening station. He was the smoothest pimp-daddy I ever saw.
