Was just given zipp wheels. Tires are gluded on but worn out. Do I need to have lbs replace or can I do myself?

Probably want to take them to your LBS based on the recent recall alone. I would guess you have the older hub but check to make sure.

Sorry if dumb question. Can I clean up glue and use tube and regular tire with them?

If you have a shop do it make sure they do it correctly with enough glue. A good gluing takes a lot of time, and if they only do one layer it's gonna suck and you're gonna be wasting watts.

I think he is asking if he can use clincher tires on the wheel.

I think that by "tube and regular tire" he is asking if he can use a tube and clincher tire rather than a tubular tire, like is on it the wheel now.

nope - you have a wheel made for 'tubular' tires to glue onto - It's a different system than regular clincher tires + inner tube. So have the lbs check them out and if all is good then have new tubular tires glued on.
