I just got a new Zipp 808 rear and the lockring on both a SRAM and a Shimano cassette are very tight to screw into the hub. Is this a normal thing for Zipp rear hubs? I just don't want to strip it.

I just got a 2009 808 and my Shimano lock ring screws in easily. Yours doesn't sound normal.

Could it need a Campy lockring? I have a set of Fulcrum racing wheels (Campy), and even though the hub body is splined for a Shimano cassette, the lockring thread is Campy.

Supposed to be Shimano. It's a red hub, the campy one's are blue.

Have you put a 1mm spacer on the hub before putting the cassette on?

No the wheel didnt come with a spacer. Can I just one of the plastic ones from an old cassette?

Shimano cassettes come with the spacer.
