Wolf CL fork

Can't find a clean answer. WTF is up with these forks? I have gone to 2 and called 4 bike shops in the area and everyone thinks I am nuts because the 1-1/8 star nut won't fit in the steer tube. Then I have been told to try an expansion plug made for carbon forks but even those won't work. Any help and guidance would be appreciated. And yes it is the Wolf CL (steel steer tube) not the SL carbon tube. And yes I am sure I have an 1-1/8 star nut as shops have pulled one out of their bins too and nothing, it just slides right down the tube.

They are apparently trying to use star nuts made for aluminum steerer tubes, which have a smaller internal diameter.

If I recall correctly, that fork uses a star nut more commonly specced for 1-1/4 steer tube forks due to the large ID of the steel steer tube.
