Do you mean will the Dura Ace 10 speed bar-end shifters work on a 9-speed crankset, etc.????

The answer is yes....all that happens is you loose on click, i.e. it does not move to the tenth speed as there are only 9 speeds on your rear cassette. As for the double plates it works exactly the same, no difference.

I have used that combination before no problem.
