Which is better?

Why? Is it preference, better handling? Does an 11cm stem put too much weight out over the front wheel? I think I would also like #2 because there are more options in either direction with regards to stem length. Actually, 52cm with a 10cm would probably be ideal.

as a rule of thumb if you're sort of in between sizes, it's best to go for the smaller one...
Smaller size means (in general) shorter head tube, so you can get a bit lower. If you want to ride steep, you can. with a bigger frame, you are actually going a bit backwards.
The handling is a bit better with an 11cm stem, but then my handling sucks, so I won't comment too much on this.
