What's my protocol on this?

First year in tri and have a few under my belt. My last tri is a self seeded tri. I'm a strong swimmer, but slow bike and run. Do I seed myself towards the front few waves so that my finish is with everyone else or do I seed myself near the back waves to stay out of everyone's way? It's not an official Oly, but close. I'm thinking that there are all kinds of abilities when they send waves by age group, so to put a slower person in a beginning wave isn't that big of a disruption. Just curious what your takes are...

seed your self properly in the swim. go with the group that you are most like and try to mot over or under estimate.

From then on it is a race and no one can control who is facter of slower in the bike or run

Agreed. Swimming is where accurate seeding is critical. Running around a slower person or legally passing on the bike is not particularly difficult - for swimming, in a large wave, it can be.
