Top end gearing, when to ease of pedaling.

So my powermeter broke and while waiting for a replacement I'm using a different crank with a 50t ring (1x11). I usually use a 54t big ring since I prefer riding with a low cadence around 75rpm. Normally I never use the small ring and I really like the 1$11 concept. However when reaching speeds around 45 kph with the 50t ring I tend to spin out, feeling that I lack my normal higher gears. I can of course pedal up to above 50kph but I feel less efficient with a high cadence. Is there a benefit to ease off the pedaling when the speeds are way above your average speed, or should you always try to maintain your power? Like saving energy to use later when the speed is around or below your average speed.

IIRC, Rapp's rule was if you are above 100rpm and can't maintain target power, then it's time to get really aero and coast.
