Swim-Run Pull Buoy Sliding Down Leg

I'm doing my first swim-run this weekend. I bought a nice Orca pull buoy designed for swim-run, with straps that attach to the leg.

But no matter how much I seem to tighten the straps, the thing slides all the way down to my knee in the first few hundred yards of running. Don't know if I have extra skinny legs or what.

Any advice?

I use some 3/16in bungee shock cord (see link) around the waist with an extra loop to hold the pull buoy.
Run one length of the bungee cord through the pull buoy (use existing holes?)

When done with the swim let go of the pull buoy and Insert it on the hip and push to back and forget about the pull buoy.

At Casco Bay this year, I used neoprene calf sleeves. Roka makes a set. I formerly used a pull buoy. The body position may be less horizontal, but it allows for more kicking action and a more regular swim feel. For me, better than the pull buoy.

You can do an extra loop with a carabiner to your waist,
