It's normal to have to push on it to make it snap onto the aerobars. It needs to be a tight fit so it won't move around.

As BryanD stated, that is the way it is designed. It should not have scratched your aerobars though. Its just a piece of plastic.

As others have mentioned you have to push hard on the clamp so it snaps down. Almost have to push down with the palm of your hand. It shouldn't have scratched your bars though. If you want to email me some pictures of your bar and the underside of the clamp feel free, happy to help.
