Performance Enhancing... Modality?

Suppose there was a physiotherapy modality (such as ultrasound, interferrential, diathermy, etc.) that could increase ATP production, improve recovery time, increase cell membrane permeability, increase oxygen transport, and stimulate the immune system thereby enhancing performance.

Would an athlete using this technology be scorned for such activity? I don't doubt that we would, generally, state that HGH, EPO, steroid, etc. are bad for sport. What about a modality such as that I have described above? At the very least, recovery times could be shortened, and at the most optimistic end, athletic performance could be dramatically increased.

How do we make decisions as to what is acceptable, and what is not? Is it cost, side-effects, amount of benefit...?
