I'm considering buying some HED3's that are .035" out of true. Will I notice?

our spec is .025 and we try to keep it much tighter than that. We get wheels back from angry customers all the time that are " waaaay out of true". When we check them with a dial indicator they are usually on the high side of the spec. I just found a wheel out back that was .030 out. I would consider it pretty bad and I wouldnt want it on my bike. The flip side of that is the HED 3 is a tt wheel and you can run your pads pretty open in a tt(not much braking required). If your frame is tight though it might pose a problem.

Well crafted...but obviously not what I meant.
