650x25 Off Road Tires?

I know this is a long shot --but trying to help a neighbor out- she has an old Trek 2100 with bontrager wheels that have 650x25 road tires - she wants to ride easy gravel trails but does not feel confident enough to ride trails on road tires- any one know of an alternative "beefier tread tire" please?

As you stated Gravel + 25mm don't usually go together. This is the only tire that came back on brr with a 25-584 query: https://www.bicyclerollingresistance.com/...walbe-pro-one-tle-34. Note the post is for 34-622 but they come in 25

I'm assuming that the wheels are 650c?

650c is on legacy support these days, and it never had much of a presence in unpaved use, so remaining tire options are largely road slicks.
What kind of surfaces is the "easy gravel"? If it's muddy or has wet foliage, then some knobby tread has a lot of merit. But if it's mostly rocky aggregate, or if it's typically being ridden dry, slicks are pretty reasonable. On a road bike, oftentimes the best option is to go with the widest road slick you can get away with. (Which probably won't be the widest road tire that could be found for those rims... 650c is the same BSD as the old "Schwinn S-7" size, and those tires are nominally 1 3/4"!)

the closest thing to a gravel tire in 650c is the 28mm wide panaracer pasela

Second the Panaracer--it's as close as you're going to get in 650c. I use them for rough rural roads and on hard packed dirt. As previously noted, the tire width is the limiter when it comes to gravel. I can carefully, and slowly, ride through loose gravel on relatively flat roads. That's about it, though.

Thanks so much for the endorsement - my neighbor will only be riding in very dry conditions for fun rides- and nothing technical - so these should work our really well for her. Thanks again
