Cervelo P5-6 fork UCI legality
From my research the word is that the p5-6 fork is now legal ( no more 3:1 rule) when ran without the beard and brake cover. But if you go by the 8cm bounding box rule to me it is still illegal as it is wider than 8cm near the top portion.

Can any uci gurus confirm this or has anyone had experience running the fork without the covers at a uci event?

If you are thinking of the rule change from a couple years back, then I'm pretty certain the P5-6 fork is illegal for the reason you mentioned.
