What is it

Doctors are paid a capitation payment from a health plan to cover a population over time. For example they are paid $10k per month to cover all members of a population regardless of how many actually receive care.

Must be something similar for a charity where they are receiving a certain amount per period of time.

I believe it's a ransom payment made to prevent the captors from following through on their threat to remove the captive's head with a machete.
