Sure, the rest of the video shows the military doing military things so firing on protesters could be inferred if that's what you want to see, but there's nothing explicit in this video so that clickbait headline is misleading at best.
But again, I'm open to being corrected.
The ambiguity you saw in the video may have been purposeful. Did you not also read the articles? The Chinese are reacting to control a situation that has potential to move from peaceful demonstrations with a whole bunch of folks from growing to even more folks and maybe toward not so peaceful. Not that much a leap to the next Tiananmen. They are definitely signalling. It was a logical next step for them.
But yes, the was an element of click bait to the op title.
