At our local races, you can't touch someone else's stuff. You must find race officials and they will help you with the move/arrangements. 5 gallon buckets are ok as long as it's not blocking people's way and tucked in close to your bike. We have referees walking around checking stuff and tell you move your stuff if you did it wrong. In a very windy day, they allow you to rack your bike by handle bar.
