I think he's talking about Rosenstein's proposal a year ago to secretly record Trump and get him ousted under 25th Amendment.

I think the point trying to be made is Trump called Woodward's claim about some people discussing invoking the 25th "fabricated stories," but this NYT story corroborates Woodward.

Also Rosenstein's denial is a non-denial.

“The New York Times’s story is inaccurate and factually incorrect,” he said in a statement. “I will not further comment on a story based on anonymous sources who are obviously biased against the department and are advancing their own personal agenda. But let me be clear about this: Based on my personal dealings with the president, there is no basis to invoke the 25th Amendment.”

Nowhere does he deny the primary claims. It reads like lawyer-speak. "Based on my personal dealings." That leaves wiggle room
