Tough tire changing
Can anyone help me out? I know I've seen some tool on here that grabs the bead and lifts it over the rim but I can't remember what it's called.

I've tried everything including giving myself blisters, cuts, snapping a crank bros speed lever in half, etc. I know I could take it to a shop but I want to be able to be able to do it on the road too.

You could try using Park metal tire levers. Also, thinner rim tape, as opposed to velox cloth, like the thin conti rim strips can make tight tires much easier to work with.

Maybe you are thinking of a quick stick? In any event maybe different tires might be a better solution. I always had problems with Contis and certain rims.

The folks from Koolstop make a t-shaped tool with a lip on it designed to pull a tire bead over the rim.

I've used Quick Sticks for years. I use two -- put both under the bead about 3 inches apart, pull the bead over, and then peel one around the rim.

As for the comment about rim tape... What does that have to do with it? Unless you're using VERY wide tape, it shouldn't be a problem at all. Maybe I'm missing something here?
