It is out of the package, but brand new. I had it all set up on my TT bike but didn't fit how I wanted it to. There has never been any liquid in the chambers and has never been used. I did trim the straws by about 1 inch as I was trying to set it up, they are still very close to full length. (except for being out of the package). Retail is $35, I would like $25 obo. Thanks guys
