You do know that the shifters are what matters, and not the derailleurs, right?

Yep but 9 speed shifters are cheaper than 10 speed shifters. Since this is gonna be a commuter/cyclocross bike that will be a single speed front, I don't really wanna overspend on 10 speed shifters.

The latter. I don't think there's any need to get new derailleurs - you should be able to just use the 9 speed shifters. Though perhaps the wisdom of the main forum can confirm...
It's always possible someone will do the swap you proposed with you, though. Wouldn't want to dissuade you from that. Consider 9spd MTB rear derailleur given your proposed application.
