Cervelo: Wolf rake

Ok, new off-the-shelf SuperProdigy:
56cm, Wolf fork, C2, 90mm -10deg stem.

I followed this board's advice: stay
away from half-a.. solutions like 76o
seat tubes ;)

Got a deal on the bike and did not
test-ride it--I am a sinner. I am
on a strict budget, and it looks like
I might pay for my sins ;/

I am puzzled by the feel of the front end.
Not an expert but have been riding ~7days
a week for decades, and I have some
experience as to how a bike should handel.
Recent bikes: a Masi 3V, GT Course--steel.

The steering feels restricted/damped/lagging.
I am not sure how to describe it but keeping
a straight line is a lot of work. Going downhill
while braking makes the steering twitchy.
Again, not a good description but the handeling
does not feel right. I have tried loosening or
tightening the headset: no change. My theory is
that the head tube angle/fork rake combo (trail)
is not right or familiar.

Any other ideas? What is the rake on that wolf fork?
Is 73degs the actual head angle?
