Yes, Trump got the log in from Obama when he was sworn in.

Assuming anyone still cares about rules, it's safe to say that those surrounding the presidential use of twitter are still being worked out. I can recall legal debates about whether the president is allowed to block people and how editing and deleting tweets jibes with the Presidential Records Act. There have probably been others.

My recollection is that someone at some point (Sean Spicer?) stated that Trump's messages on his personal twitter account carried official weight, or something along those lines.

This may have undermined his ability to block certain people from commenting.

If I recall, this also had the unplanned effect that they were to be considered government documents and had to be archived; which meant he couldn't delete tweets like "covfefe"

But he still does, because he wants to be America's Last President and First Dictator

I’m pretty sure that in about 10 years, there’s going to be some 26 year old (who’s currently 16) from Florida that will come clean and prove that he’s the administrator of Trumps twitter account. And he’ll have a good laugh at our expense, write a book on trolling, and retire to his parents shed
