Seems perfectly reasonable that a race like WS should require entrants to demonstrate both relevant experience and current fitness. With runners competing on relatively inaccessible trails throughout the night, it would be comfort to the organisers (and insurers?) to know that all athletes had at least a minimum capability.
It's not IM, on a flat sealed road with an aid station never much more than half a mile away and everyone tucked up in bed soon after midnight.
As a popular, over-subscribed race, a qualifying process would be the first stage of weeding out the inappropriately prepared idiots and ensuring a safer race.
With 147 qualifiers and the vast majority in the US, there are plenty of options.
I couldn't imagine going into a race like WS without some 50 milers or 100 km as preparation. Nor could I imagine why an RD wouldn't require it.
