well it is true on the girlfriends 650 rims in 23c and it is true on my 700C hed jet 90 in 19c
it is also true on my neuvation wheels in both 700x19c and 700x23c
it is also true on some cheap ass wheel I got on the internets, "starlites" or something, in 700x23c
and it is true on whatever tom A has his on
but that may be a hed jet 90 as well =)
I do apologize for not fully backing up my claims so as to give the appearance that I might be suggesting they were from a sample size of merely 1 when in fact it was a sample size of 4 or 5
