I still don't see the need for disc brakes on a tt bike. This bike will be so out of reach for most people that only pros who get it for free will be able to put it through its paces as most that can afford it can't

First thing I thought of too. That's very low. Maybe the frame is 2 sizes too small for that rider, and the saddle up in the sky? Hard to tell.

Cervelo in the past worked closely with 3T and Rotor. Maybe now its a new relationship with Enve for wheels, aerobar and extensions.

You are correct. ENVE redesigned their wheels for disc brakes rather than sticking discs on them like Zipp did.
