I have always wondered why this didn't happen more in bike races along crowded roads. Not because it should, but because 1% of people are idiots, and you are definitely riding past more than 100 people...

Looks to me like the spectator was meaning to bang on the banner/fence to make noise as the riders finished.

I like to give people the benefit of the doubt, but I don't think a spectator could predict that their hated rider would be there for them to plan that, let alone actually achieve it. If it's a stupid act in the moment, that's also pretty unlikely. I don't think anyone would risk their arm being taken off by a 60+kph rider hitting them. As for the spectator walking away, I see it as much more likely that they turned around partly due to their arm almost being taken off and they instinctively turned around to get away from the cause of the pain. I know for example that when I hit my thumb with a hammer, I turn around, then almost immediately grab my thumb, hurl profanities and try to address the pain (by rubbing or pressing on the affected area). I think the spectator was doing something similar.

Very unfortunate for the rider, regardless of the intent of the spectator

Of course, that is possible, but unlikely. Thanks to all my skiing and cycling accidents, I'm well accustomed to pain, but not even I would stick my arm out at a flying cyclist. Anyone would know they are going to suffer as much damage as the cyclist.

At the end of the day, I go with the odds, and the odds say it was unintentional. Still there is a chance the guy was a total c*ck and it WAS intentional. Only one person know for sure.

Don't think so. The guy was banging on the fence, but the he gets much more extension right when she goes by. Also it's not that easy to take down a rider with her hands in the drops. Her momentum would blow through an arm just loosely hanging out. It looks to me like he very intentionally grabbed the bars.

I don't think it was pre-planned, just sort of a psychotic reaction in the moment. But if I'd been there, I'd have done the equivalent of this number on that dude.
