Maybe just mentioning it during the athlete briefing?!?
I just sat through the athlete briefing for IMC, and everything under the sun was covered... Yet not one mention about drafting while discussing penalties, there was only mention of how to serve penalties if you got them.
Last year at the Vancouver half iron, during the briefing two volunteers spread out a rope the length of the draft zone while on stage an the person addressing the athletes made mention of the rules around drafting. Seemed like an effective way to get the message across. Now I know cheaters will cheat regardless but I think there are a lot of people who could benefit from a simple reminder like they had in Vancouver. Its hard to simply blame race officials for not crackibg down when there isn't even a reminder to those racing about what the rules are.
