Part of the issue is that Pro cards don't come with any endorsements. Once you're Pro, that's it, you can race any distance event you like as a Pro. So you can earn your Pro card smashing it up at Sprint Tris, and then go race Ironman as a Pro and finish 67th.
A three tier system - AG, Elite, Pro - where you have to earn your Pro status at each distance would work well. So you could race Pro at Sprint, but only Elite at IM until you've earned the Pro endorsement on your card.
You can't qualify at a sprint tri in the US.
The easiest criteria to meet is to finish top 3 at a race with a substantial prize purse. With lifetime series gone, and only a few Olympics with money left, that means finishing top 3 ager at a 70.3 or im event.
