power to weight ratio

Just curious,
When trying to improve power:weight ratio in cycling, is it generally easier to improve power or decrease weight? I am assuming that to start weight there is not a lot of extra weight (fat) to loose. From year to year, how big of improvements (in watts) have people seen in their cycling, say in a 20-30 min Power test?

Not to be annoying, but it really is going to depend on the person as people vary in their fitness and body composition. I find losing weight much more difficult that working hard on the bike, hence my FTP is reasonably high but my power to weight is not nearly as good. When in doubt, do both :)
