Little help here - Low HR High PE

In the last couple of weeks my level of PE is noticably higher than in previous weeks for the same output of work and I can't figure out why. For example my HR is consistent with my run speeds but the "effort" it takes is much higher. I haven't measured my HR when I get up in the morning but I seem to be feeling good otherwise. I even had a recovery week last week. So I throw my delima to the collective wisdom of the forum for your help.
