I have a 2010 Zipp 404 Tubular track front wheel. The hub is 28h solid axle. Can I use the wheel on the road? Is the braking surface the same as their road wheel? Can the axle be converted to accept quick release skewer? I need a stout wheel weighing 230 lbs.

Changing the axle on a front wheel is usually pretty simple, but your wheel may not have a braking surface at all, I'm not sure about Zipp, but many track-specific wheels don't.
