Flo makes good wheels but can be hard to get ahold of. Answer to the question depends on what your goal is and what your wanting to drop. Fastest set up will be 808 depth wheel and disc rear with good tire choice as well (i will be running latex tubes and Conti 4000's). my 1st wheel set was zipp 404 and then bought a zipp carbon clincher disc. If i could get ahold of 808, i would ride that instead of 404. Of course there are far more smarter guys on here than can answer this question based on factual data than opinion probably.

If your going to get Zipps, get the Super 9 disc and the front wheel depth you are comfortable handling. If you don't think you can handle the 808, get the 404

I am actually selling a pair of race wheels here. Shimano Dura Ace 75mm Tubular. These would be similar to the Zipp 808s. Shimano Dura Ace wheels are some of the nicest and fastest race wheels you can get. I am sure other people can attest to this...
I have them brand new and are selling for more than 50% off retail price.

disc rear, deep as you feel comfortable with front
Doesn't have to be zipps but they are nice if you have the money.

Well they are probably the most aero ones or close enough. Maybe ENVE are a little better maybe not. Zipp usually wins Tour Magazine tests.
But, there are nice things about having a metal brake track, so HED Jets are a nice option as well. Only marginally slower and you get a more convenient braking surface.
At your size I would lean disc rear 808 front, unless you are an unconfident bike handler then I would lean 404 front.
Doesn't have to be zipps but they are nice if you have the money.
I can get whatever wheels. I just want the best wheels I can get. But if there are better ones, I'm open for suggestions.

There are a ton of issues to consider
1. The most recent Tour wind tunnel test suggest that the HED Jet+ is the fastest wheel out there. The wider rim also makes them very comfortable with a 25mm tire.
2. You should probably also decide if you will use the wheels everyday or just for races. If you ride a shallow training wheel all the time, you might find a 90mm deep wheel a bit intimidating in breezy conditions. A 404 or 60mm deep wheel may be a better choice.
3. If you are doing a race only setup then disc/808/Jet 90.
4. The most versatile wheel set is a pair of 404s with a wheel cover. Ride the 404s all the time and stick the cover on for races.

Winds only affect your steering axis. A disc will be fine in the winds

rear wheels don't steer

You didn't mention if you were concerned about cost. If money isn't a major obstacle, I would stick to the tried and tru, Zipp, ENVE, or HED. These are consistently the fastest wheels and they have had a substantial design effort dedicated to cross-wind stability. The brake tracks on these wheels are also noticeably better than what you will find on most other carbon wheels.
If you can live without the cool factor of all carbon rims, the Jets+ wheels are probably the best all around package and they are a bit cheaper as well. I will admit that I covet a pair of Firecrests though.

+1 on HEDs. I just switched from zipps to hed this year and like them a lot. Love not having to change brake pads. Hit up Brian from mybikeshop on here- he has a bunch of HEDs at a good price

Clinchers are more aero and have many more choices of tires. There is no reason to go tubular anymore

Sometimes you can get an overall better aero/crr combination with clinchers, which is why world time trial champ has been on clinchers something like 3 years in a row with 2 different wheel brands.
and 2nd place was on a clincher one of those years as well =)

Enve 8.9s are pretty awesome wheels. I feel like they handled crosswind better then the 808's I rode and are MUCH stronger. I rode mine year round with no issues.
