I'm not from the area, but I was down there visiting last month and found a nice, safe, 30 mile out and back ride along the water. I rode Indian River Dr from Jensen Beach up to Ft. Pierce and back. If you can't find a group, this might work.

I spent some time in Vero Beach in the late 90's and seem to recall there was a bike club/USCF race team located there that held weekday afternoon and Saturday morning training rides. A search of the USCF database returned these results:
