You ought to be able to tell by looking at them whether they are worn . . . the same way you can look at clinchers and tell. Common wisdom says that you should reglue every year . . . but when I do this, it usually takes me half hour to get the tire off, and I know it was a waste of time. You should be able to tell if re-gluing is necessary by trying to roll the tire and see how well the glue is holding and if it is all the way to the rim edge.
