A few questions that you may want to consider:
1. How did you establish your HR zones?
2. Who did you choose only 2 weeks of peaking?
3. How many times do you plan on using this in one season?
4. On your e1 and E2 type rides and runs do you insert changes in those sessions or are they just steady state?

I would suggest a longer peak so you can ideally prepare your body to race. I see too much time in the base and build phase. You can ideally establish more indepth and detailed sessions with weekly benchmark testing. This testing can be aerobic or anaerobic so that you can collect data every week which than can be used to assist in planning training. I hope this helps.

What distance are you training for?

Is this an 8 week plan? I prefer a minimum of 4 months for a workout plan preparing for a goal race.

Where's the LT and V02max training?

Looks pretty good fo rthe most part.
