Can Shin/Anterior Knee Tension/Pain Be Attributed to Saddle Too High/Aft?

Road Bike: I don't think my saddle is too low but it might be too high and/or far back. New bike (same geometry)...getting a "pulling" tension in the high shin area. It feels high when riding - I feel like I'm stretching just a bit to get to the bottom of the pedal stroke. I've checked my fit measurements over and over and I should be in the right spot. I have a follow-up set with Max Testa next week but I kind of need a temporary fix so I can keep riding.

What does pulling/tension on the Anterior low knee/high shin suggest?

What would be order of operation to attempt a trial & error approach to solving this?

This is my bible when it comes to setting up new cleats or new shoes (went through 4 pairs of shoes the last few years to find the right one). Same with a saddle and messing around with my fit too.
